The John Sullivan Memorial serves as a testament to the historical legacy of Kotagiri. Known as 'Pethakal Bungalow', this site was the former residence of John Sullivan, an English civil servant who was among the first to settle in Ooty and played a pivotal role in shaping the Nilgiris region. His efforts significantly contributed to the large-scale cultivation of tea in the Nilgiris district.

Currently, the memorial functions as both a Nilgiris Museum and a Nilgiris Documentation Center (NDC). It showcases the possessions of Sullivan and his family, as well as documents and artifacts that illustrate the influence of the British in the Nilgiris and the culture of local tribes. Additionally, visitors can explore a stone house, the Government Art College located in Ooty, which served as Sullivan's residence during his later years.
